Gerrymandering a district is prohibited

Voting districts shall be created by bi-partisan, neutral committees. Creating a district that favors any party over any other is strictly prohibited and shall be punishable by a loss of funds for that state.

Points

Voter districts have been manipulated to the point where entire groups of minorities and opposition voters are being disenfranchised and their voices extinguished. Democracy requires that every person's vote has meaning and every vote matters.
